List of UK-New Zealand FTA provisions relevant to SMEs

Preamble

The UK and New Zealand recognised the importance of considering the needs of SMEs when strengthening economic, trade, and investment relationships between the UK and New Zealand.

Customs procures and trade facilitation

Chapter 4, Article 4.15

The UK and New Zealand have agreed that the criteria to qualify as an Authorised Economic Operator (AEO) shall not create discrimination between operators and shall allow the participation of SMEs.

Digital trade

Chapter 15, Article 15.17

The UK and New Zealand have agreed to identify how they can better use government information to enhance and generate business opportunities for SMEs.

Chapter 15, Article 15.20

The UK and New Zealand recognised the role played by SMEs, including Māori-led and women-led enterprises, in economic growth and job creation. And the need to address the barriers to participation of SMEs in digital trade.

The UK and New Zealand agreed to foster close cooperation on digital trade between SMEs.

The UK and New Zealand agreed to share best practices in improving digital skills and leveraging digital tools and technology to improve participation in government procurement opportunities, and other areas that could help SMEs.

Government procurement

Chapter 16, Article 16.11

The UK and New Zealand recognised the importance of facilitating the participation of SMEs in procurement.

The UK and New Zealand agreed to provide information and to share best practices to assist SMEs in government procurement.

Intellectual property

Chapter 17, Article 17.13

The UK and New Zealand agreed they shall focus on intellectual property issues relevant to SMEs including using, protecting, and enforcing intellectual property rights.

Good regulatory practice

Chapter 21, Article 21.5

The UK and New Zealand have agreed to consider the potential impact on SMEs of any proposed major regulatory measure.

Chapter 21, Article 21.12

The UK and New Zealand have agreed to establish contact points, and one of their responsibilities is to reduce regulatory barriers for SMEs.

Small and Medium-Sized Enterprises

Chapter 24, Article 24.1

The UK and New Zealand committed to promoting an environment that supports SMEs.

Chapter 24, Article 24.2

The UK and New Zealand committed to providing certain information relevant to SMEs.

Chapter 24, Article 24.3

The UK and New Zealand committed to cooperating on identifying ways to assist SMEs to take advantage of the opportunities under the UK-NZ FTA.

Chapter 24, Article 24.5

Designated official SME Contact Points will work together to ensure the UK-NZ FTA benefits SMEs.

Trade and gender equality

Chapter 25, Article 25.5

The UK and New Zealand have agreed to cooperate to improve trade and gender equality. One of the ways they may do this is by fostering women’s entrepreneurship, including promoting the internationalisation of SMEs led by women.

Māori trade and economic cooperation

Chapter 26, Article 26.5

The UK and New Zealand may agree to run joint roadshows and other activities to promote links between United Kingdom SMEs and Māori-owned SMEs.

Trade and development

Chapter 27, Article 27.1

The UK and New Zealand acknowledge the importance of development in promoting inclusive economic growth. Inclusive economic growth includes a more broad-based distribution of the benefits of economic growth through the expansion of business and industry, including for SMEs.

Anti-corruption

Chapter 28, Article 28.6

The UK and New Zealand agreed to combat bribery and corruption. One of the ways they may choose to do this is by assisting SMEs to prevent and detect bribery and corruption.
