The UK Greenhouse Gas (GHG) Inventory is compiled in line with international guidance from the International Panel on Climate Change (IPCC) and is prepared based on the same data sets as those used in the National Atmospheric Emissions Inventory (NAEI), which incorporates all air pollutants including greenhouse gases. This publication is the annual report submitted to the United Nations Framework Convention on Climate Change (UNFCCC).

The UK GHG Inventory is submitted each year on 15 April to the UNFCCC and the EU. It primarily contains information on greenhouse gas emissions from fossil fuel consumption, industrial production and agriculture. This covers emissions in the UK, Crown Dependencies (Jersey, Guernsey and the Isle of Man) and Overseas Territories (Bermuda, Cayman Islands, Falkland Islands, Gibraltar and Montserrat) that are signatory to the UK agreement of the Kyoto Protocol.

The inventory covers the basket of 6 greenhouse gases of which carbon dioxide (CO2) is the most widely known gas contributing to global warming. The other gases included as defined by the Kyoto Protocol are:

  • methane (CH4)
  • nitrous oxide (N2O)
  • hydrofluorocarbons (HFCs)
  • perfluorocarbons (PFCs)
  • sulphur hexafluoride (SF6)

These last 3 gases are collectively referred to as F-gases.

In reporting greenhouse gas emissions, the emission units are presented as ‘carbon dioxide equivalent’. This is in line with international reporting and carbon trading protocols. This is the equivalent amount (or weight) of carbon dioxide that would be emitted into the atmosphere to produce the same estimated radiative forcing (the extent to which a given concentration of a greenhouse gas raises global average temperature) of another gas. This warming influence of gases is known as global warming potential (GWP).

The UK GHG Inventory is also published on the NAEI website alongside the UK air quality pollutant inventory. Latest reports relating to methodology changes and improvements to the UK GHG inventory are published in the methodology reports section. Emissions factors for greenhouse gases and air pollutants are available in the Emissions factors database. For conducting more detailed analysis the UK emissions data selector allows the download of custom data sets and includes greenhouse gases and air pollutants activity data.
