Details

This guidance explains the financial responsibilities of the Ministry of Justice, HM Prison and Probation Service, the Youth Custody Service, NHS England and Secure Academy Trusts. It also outlines processes that these organisations need to follow to meet these obligations.

Compliance with the handbook is a requirement in a secure school’s funding agreement with the Secretary of State. The document sets out ‘must’ requirements and ‘should’ minimum good practice requirements, where there is no absolute requirement, but which trusts should apply unless some alternative better suits their circumstances.

The MoJ has ultimate accountability for the effectiveness of the financial system for secure schools.

Within HMPPS, the YCS is responsible for the youth secure estate and will be responsible for the daily oversight and management of the secure school.
