Why we publish these instructions

We publish these instructions to help you understand how we make decisions on allocating National Insurance numbers.

We have replaced some information with a series of letter Xs, as we would if the instructions were published in response to a freedom of information request.

This is because there are some exemptions to the right of access to information.
