The Higher education policy statement and reform consultation was launched on 24 February 2022 and closed on 6 May 2022.
The consultation sought views on:
- student number controls
- minimum eligibility requirements
- maximum fee and loan limits for foundation years
- eligibility for a national state scholarship
- growing high-quality level 4 and 5 provision
