  • contraventions of rail franchise agreements
  • contraventions of closure legislation - relating to the discontinuance of passenger railway services and the closure of networks, stations and light maintenance depots

It also details the department’s wider approach to enforcement, including the use of remedial plans, remedial agreements and breach notices.
