Stephen Kershaw CBE
Biography
Stephen became a Senior Director in Immigration Enforcement in March 2014. He has been a civil servant since 1985, and has held policy, strategy and finance roles at the Cabinet Office, Department for Education and on secondment to Manchester City Council.
He joined the Home Office in 2007 as Director of Policing, and led the present government’s reforms to bring greater accountability, transparency and efficiency to the police service, before moving to develop a border strategy for the department in 2012.

Responsible for:
- rethinking Immigration Enforcement’s approach to dealing with the illegal population and those who benefit from illegal migration
- ensuring that Immigration Enforcement is working as efficiently as possible by managing organisational performance and addressing critical business threats
