Fiona Dickie

Biography

Fiona Dickie served as the Deputy Pubs Code Adjudicator since November 2017 before being appointed Pubs Code Adjudicator from 03 May 2020. Fiona was reappointed to the role for a further three-year term running from May 2024 until May 2027.

She was a Vice President of the Valuation Tribunal for England from 2009 until 2020 and is a Judge of First-tier Tribunal (Property Chamber), having been appointed in 2013 (after serving as a Lawyer Chair of its predecessor tribunal from 2006). She was also appointed as a Road User Charging Adjudicator in 2004. Fiona has been a mediator in civil disputes since 2005 and a member of the Chartered Institute of Arbitrators since 2018.

Pubs Code Adjudicator

The Pubs Code regulates the relationship between all businesses owning 500 or more tied pubs in England and Wales and their tied tenants. The Adjudicator has powers to arbitrate individual disputes about breaches of the Pubs Code (including disputes on rent and market rent only options), investigate suspected systemic breaches of the Code more widely across the sector, and provide advice and guidance about the Code and report on unfair business practices.
