Blackburn transport package awarded £20 million (Levelling Up Fund 2)

Blackburn with Darwen Borough Council has been allocated £20 million to improve transport infrastructure within South East Blackburn.

An upgraded walking and cycling network for Blackburn

A new walking and cycling network will give residents better access to local amenities and opportunities. It will increase physical activity and reduce trips on the local road network.

The new network includes:

  • new cycling routes throughout Southeast Blackburn
  • new crossings and improved provision for pedestrians

Capacity Improvements to M65 Junction 5

Levelling Up funding will help tackle congestion and improve safety on the M65 Junction 5.

This is by:

  • widening the B6232 and A6077 to allow for additional traffic entering the M65
  • widening both on slips for two-lane entry
  • widening the Eastbound off slip to allow more traffic to enter Blackburn
  • amending roundabout carriageway road markings and creating an additional lane
  • full traffic signalisation of the roundabout on all approaches

Councillor Phil Riley, Leader of Blackburn with Darwen Council, said:

We’re delivering on our £1 billion economic vision. This scheme is one of our many transformational Growth Axis projects that will deliver levelling-up opportunities of scale - supporting 100,000 jobs in the area and improved and sustainable transport infrastructure.
